The Internet Computer Protocol (ICP) is a revolutionary new blockchain technology that aims to bring the power of the internet to the blockchain itself. It does this by creating a network of independent data centers around the world that can host smart contracts and applications directly on the blockchain. This eliminates the need for a central server, which can be a major source of energy consumption.

ICP uses a unique technology called chain key cryptography to create a secure and efficient network. Chain key cryptography works by generating a new cryptographic key for each block in the chain. With PoW, miners compete to solve complex mathematical problems, and the miner who solves the problem first gets to add the next block to the blockchain. This process can be very energy-intensive, as it requires a lot of computing power.

Threshold relay, on the other hand, does not require any mining. Instead, a group of nodes called validators take turns proposing and validating new blocks. The validators are chosen based on their stake in the network, and they are rewarded for their work with ICP tokens.\
