Coinbase (COIN) stock jumped 12% on Friday, September 18, closing at $194, as bitcoin’s rally past $80,000 met a fresh round of crypto rulemaking that erased the week’s earlier losses. Bitcoin gained 5.7% to $80,941, ether rose 5.9% to $2,594, and the broader crypto sector caught a bid that lifted Robinhood 9% and Strategy nearly 13% alongside Coinbase stock.

The bounce arrived days after the U.S. Senate blocked the Clarity Act on September 15, a defeat that had knocked Coinbase stock down as much as 9% and dragged bitcoin toward $76,000. Regulators didn’t wait for Congress. The SEC had unveiled a five-year exemption for tokenized stock trading just a day earlier, and the CFTC followed Friday with proposed rules for crypto asset markets plus a new category letting software providers route users into prediction markets without broker registration.

“We are so pleased with Chair Atkins and Chair Sealig’s approach to rulemaking, innovation, really being deep in the process and driving forward their own regulatory clarity agendas,” Coinbase CFO Alesia Haas told analysts at Citi’s Global TMT Conference on September 10, addressing the risk that a stalled Senate vote might leave the industry without a legislative path. Eight days later, that’s exactly the route regulators took.

The CFTC’s prediction market rule lands on Coinbase’s fastest-growing product. Prediction markets crossed $100 million in annualized revenue within months of launch and grew 106% quarter over quarter in the second quarter, Haas said. Clearer rules around that business, plus the tokenized equities Coinbase already began offering non-U.S. customers, gave the company’s “Everything Exchange” pitch a regulatory floor that one Senate vote couldn’t provide.

Bitcoin’s climb back above $80,000 didn’t just lift sentiment for a day. It repriced Coinbase stock for a regulatory path that no longer runs through one vote in Washington.

Coinbase Stock’s Buy Ratings Keep Climbing as Its Target Keeps Falling

The mean target peaked near $376 last September, then got cut in every period since: to $364 in December, $247 in March, $229 in June, and now $202. That’s a target down 46% across four straight quarters, even as Coinbase stock swung from $337 to a low of $146 in June and back to $194 on Friday. Buy ratings didn’t track the same retreat. Analysts carrying buy ratings on Coinbase stock grew from 13 to 18 over that stretch, while holds fell from 16 to 11. Coverage barely thinned, sitting at 29 estimates now against 30 a year ago.

That combination says something specific about how the Street sees this stock. Analysts kept adding conviction even as they marked the price lower, which reads as a bet on the business getting bigger rather than a signal the story broke. But it also means Friday’s bounce closed most of the gap between price and target in one session: Coinbase stock now trades within 4% of the mean target, down from a 57% gap back in June. The next leg higher on Coinbase stock probably needs the Street to lift the target again, not the stock catching up to targets already set.
